This garment was inspired by the Cabinet of Curiosities. 
The Cabinet of Curiosities was historically a cabinet which was commonly kept in collector's homes, which consisted of anything that is unique and worth collecting. These cabinets commonly had antiques, dried insects, skeletons, herbarium, works of art, etc. In the modern world, the Cabinet of Curiosities has been replaced by museums. 
The patches in the skirt signify the unique yet different items in a cabinet of curiosities and the sleek shape of the skirt suggests the cabinet itself. The upper half of the garment carries influences of a possessed doll, which is one of the elements that could be carried in a cabinet of curiosities.
